The British Insurance Brokers' Association (Biba) made the claim and added that the government is now waking up to this situation.

It explained that the police now have increased powers to clamp down on uninsured drivers and since this move, comma around a quarter of a million cars have been seized.

Furthermore, statistics released by the Motor Insurance Bureau in March this year revealed that in 2007 seizures of uninsured cars hit 150,000, with one vehicle claimed every three minutes.

Furthermore, a YouGov survey published by comparethemarket.com revealed that 87 per cent of insured motorists feel the government is not doing enough to protect them and want ministers to introduce tougher penalties.

Graeme Trudgill, Biba technical and corporate affairs executive, said: "What we've been talking to the government about is ways of reducing uninsured driving.

"We've been working very closely with the department of transport about the best way to tackle it. So over the last few years, we've been lobbying for some changes."

He explained that two major developments have been made: the government has introduced the Serious and Organised Crime Act and the Road Safety Act has been passed.

The former piece of legislation has given the police access to the motor insurance database, which has enabled them to pull cars over on the roadside.

Furthermore, the Road Safety Act has promised to introduce a new offence for the keeper of the vehicle without insurance.

Mr Trudgill explain: "What that means is, if you own a vehicle but don’t have insurance and that vehicle is on the road, then you're going to be caught."

Biba is set to meet with Jim Fitzpatrick, the minister for transport, to discuss what more can be done.

"It's a really important meeting and it will matter for the future of uninsured driving in this country," said the car insurance expert.

He concluded: "We have a strong will to do something about it. Uninsured drivers kill a lot of people and there is a lot of cost for the insured motorists out there and we really want to see that sorted out."
